Canada's Innovation Challenge: Lessons from East Asia for our North American Predicament

Canada and Taiwan have had to navigate the economic and political influence of much more powerful neighbors since the late 1940s. Both have managed to do so, but Taiwan has achieved this by leveraging and developing its knowledge assets to bootstrap its economy. In contrast, Canada has relied on the export of its natural resources for decades. This talk will highlight the parallels between the two economies and emphasize some key differences in their respective policy responses, particularly in light of the new tariffs and our vulnerability to the US.

David A. Wolfe is a professor of political science at the University of Toronto Mississauga and co-director of the Innovation Policy Lab at the Munk School of Global Affairs. From 2009 to 2014, he was the Royal Bank Chair in Public and Economic Policy at the University of Toronto. He has been the principal investigator on two major collaborative research initiatives funded by the Social Sciences and Humanities Research Council (SSHRC). He is currently leading a five-year SSHRC-funded partnership grant on creating digital opportunity for Canada.

David has published extensively on cluster dynamics, innovation policy and related knowledge-based economic development. He is the editor or co-editor of 10 books and numerous scholarly articles. His most recent book, co-edited with President, Prof. Meric S. Gertler, is Growing Urban Economies: Innovation, Creativity, and Governance in Canadian City-Regions (University of Toronto Press, 2016).
