Josh is Counsel in the Constitutional Law Branch of the Ontario Ministry of the Attorney General. Josh has appeared in courts and tribunals in Ontario, Québec, and federally, including arguing on behalf of Ontario in the Supreme Court of Canada in the Senate Reference and the Supreme Court Act Reference. Josh has particular experience in judicial independence matters, parliamentary conventions and procedure, and Canadian and English legal history.

After obtaining an Honours B.A. in English and Classics from McMaster University, Josh completed the joint LL.B./M.B.A. program at U of T. As a student at U of T, Josh served on a number of university committees, including the Academic Board, the Committee on Academic Policy and Programs, the School of Graduate Studies Council, the Faculty of Law Council, and the University Discipline Tribunal, and received a Gordon Cressy Student Leadership Award. Josh subsequently received an LL.M. from the University of Cambridge. He also received a Master of Theological Studies degree from U of T and St. Augustine’s Seminary in November 2014.

Since 2007, Josh has been a member of the Board of the Burlington Public Library, helping oversee the operations of a public library system with seven branches and a $7 million budget.
