Dr. Chao-Shiuan Liu, Vice Premier of the Republic of China (1997-2000), is an accomplished researcher, educator and a nationally respected cabinet-level administrator who successfully initiated and implemented a number of breakthrough national policies. He received his PhD in chemistry from U of T in 1971, joined the faculty of the National Tsing Hua University in Taiwan the same year and, in 1987, became the university’s President.
In 1996, Dr. Liu headed the National Science Council and, in 1997, was promoted to Vice Premier. His responsibilities in this capacity included public policies on national science, education, environmental protection, social welfare and culture.
